GAC card changes on the horizon

I'm hearing more and more reports from City Hall and Guest Relations that GAC cards will soon be replaced with a more restrictive system.

My question to you all:

What if Disney replaced the current "front of the line" system to one where people got a special FastPass (what if they called it AccessPass?) for the ride that let the users wait somewhere else but NOT get faster access than the Standby line?

  1. Would that system be legal under ADA? (I assume so - ADA says "equivalent experiences," not "enhanced experiences")
  2. Would an AccessPass be open to abuse? (I suppose they could do this electronically tied to admission media, rather than paper slips, so they could only issue you one at a time)
  3. Would AccessPass make former GAC users unhappy?
  4. Would AccessPass make those who do not use GAC unhappy?
