The plan is apparently to install a brand new restroom facility on the OTHER side of the main building. It's unclear at the moment whether this would be *on* the knee-cap height hedge maze, or behind it, or to the side of it (where the brick wall and trees are now). There's no word on the timeline for this change, and I haven't heard yet if the existing bathrooms would also stay where they are, but it can't hurt. More info will be posted when I get it!
Epcot has always been a park with too-few restrooms, and that's especially true in this corner of the park, because the pavilions flanking America don't help much (Italy has none apart from the restaurants, and Japan has only a very small bathroom available outside the restaurant).
The problem magnifies on big events like New Year's Eve. They cart in portable bathroom trailers (upgraded port-a-potties, essentially) for some of the annual events, but it's still not enough. And the rest of the year, they have concerts at the American Adventure that bring crowds, meaning the existing facilities get overwhelmed quickly.
